Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, expects the Parliament to adopt the Law on the State Budget for 2011 in December
"I expect that in December, The Verkhovna Rada of Ukraine and the Government will adopt the Law on the State Budget for 2011 with responsibility and clarity," V.Lytvyn stated in the interview to Rada television channel.
V.Lytvyn believes that the state budget shall meet the public needs, being a budget of development not consumption. He also supposes that people should understand the logic of socio-economic development factors laid forth in the budget. "On the one hand, the state shall fulfill its social obligations, on the other hand, people should understand the current economic situation," V.Lytvyn stated.
The Chairman of The Verkhovna Rada of Ukraine calls for analyzing the social laws to demonstrate the value of social obligations of the state, economic capacities and economic potential. V.Lytvyn deems necessary to focus on the realization of the social laws.
"Predictable and acceptable life standards should be guaranteed. Political confrontations, disputes and conflicts should be put aside," he summed up.
Asked about the Tax Code, V.Lytvyn stated that this act was not perfect. However, the Government is responsible for the economic policy and should be given a chance to regulate the economic situation.
"The Tax Code is a complex resolution, which should be continuously monitored, analyzed and amended," V.Lytvyn stated.
